2026-27 Enrollment Procedures

The purpose of the Dual Language program is to provide the best educational outcomes for students learning English as an additional language. This is a premiere program serving native Spanish speakers and simultaneous bilingual speakers. The program also serves as an enrichment opportunity for English speaking students. All students, including students with specialized learning needs, find success in the program and are welcome and encouraged to enroll in ¡Todos Unidos! - Oregon City School District’s Spanish-English Dual Language Program.

Kindergarten (Candy Lane):

Each year Candy Lane will establish an enrollment cap for Kindergarten for the coming school year. Interested families are encouraged to complete the lottery card or online form as early as possible in order to be eligible for the lottery. Students who live outside the Oregon City School District boundaries must also apply for a release from their home school district and complete an application for an inter-district transfer into OCSD.

To maintain a quality program, Candy Lane will consider the home language of students to ensure a balance of both Spanish speakers (including simultaneous bilingual students*) and English only speakers (including students who attended a bilingual pre-K). Our program strives to have ⅓ Spanish dominant speakers, ⅓ simultaneous bilingual students*, and ⅓ English dominant speakers. For the school year 2026-27, up to a total of 50 English speakers will be enrolled.

Within each language group, students will be accepted into the program for Kindergarten according to the following priorities:

Siblings of students enrolled in ¡Todos Unidos! the previous school year.
Students who identify as Latino / Hispanic and reside within OCSD.
Students living anywhere within Oregon City School District.
Students from outside OCSD (without a sibling enrolled in ¡Todos Unidos!) accepted on an inter-district transfer.

Beginning on April 1 prior to the start of the new school year, OCSD families will be notified of their enrollment status based on priorities #1-3 (above). If needed, an equitable lottery will be used to determine which students are accepted into ¡Todos Unidos! Any remaining students will be placed on a waiting list. The lottery will be conducted with at least three staff members present and names will be randomly selected from a bag.

Applications for students applying to the program on an inter-district transfer (priority #4) will be held until May 15. Students will be selected through an equitable lottery and placed on a waiting list, if necessary.

Important: A student’s family shall have 10 days after acceptance to complete all enrollment paperwork with the school office. If the family does not complete enrollment, their space may be offered to a qualified student on the waiting list.

Grade 1 (Candy Lane):

New students with either home language may enroll at Candy Lane for 1st Grade following the priorities and timelines listed for Kindergarten (above). Interested families must complete the lottery card or online form. In addition:

Class sizes at 1st grade may not exceed the district average; and
Enrollment of the new student must fall within the established language ratio above for a quality Dual Language program.

Grades 2 - 5:

New students with either home language may enroll at Candy Lane (grades K-5) under the following conditions:

Class sizes at the grade may not exceed the district average; and
Enrollment of new student must fall within the established language ratio for a quality Dual Language program; and
The student is able to demonstrate
prior enrollment in a Dual Language program, or
proficiency with Spanish, reading and writing skills are at or close to grade level, or
the family can demonstrate a cohesive plan for supporting the student’s Spanish language development.

If needed, the school team will conduct a file review to determine if enrollment in ¡Todos Unidos! would be in the best interest of the student based on their previous educational experience.

*Simultaneous Bilinguals:

A student who identifies as Latino/Hispanic; and
Who understands / speaks some Spanish, but whose dominant language is English; and
With at least one parent who speaks Spanish (though English may be their preferred or dominant language).
