2025 September Update

Recent Major Milestones

Construction Activity Started (August-September 2025):

  • Ground breaking ceremony for turf projects at OCHS was held on August 28, 2025

  • Fields and grounds projects at OCHS began the week of August 18, with daily truck runs removing dirt loads

Construction Management Team Selected (August 2025):

  • Three CM/GC contractors were selected and kick-off meetings held the week of August 11th

  • Contracts for all 3 CM/GC firms were approved by the board on July 31st

  • Howard S. Wright: Selected for Candy Lane and OCHS CTE projects

  • Bremik: Selected for Holcomb project

  • Lease Crutcher Lewis: Selected for John McLoughlin project

Current Project Status (September 2025)

Phase 1 Projects (Fields & Grounds):

  • Fields and grounds projects continue progressing with ongoing dirt removal

  • The bond team is reviewing initial cost estimates with CM/GC partners

  • Ongoing permitting work with the City for current and future projects

Phase 2 Projects (Elementary Schools):

  • CM/GC partners are conducting pre-construction work and early identification of building systems

  • Preliminary cost analysis of projects is underway

  • Matterport 3D scans have been completed for Phase 2 schools to assist with design

Community Engagement Updates

Elementary Design Advisory Group (EDAG):

  • First meeting held May 1, 2025 with OCSD staff, students, parents, and community members

  • Second meeting on May 13 reviewed ideas from the initial meeting

  • Third meeting on June 3 included members from the Community Bond Planning Committee

Community Bond Oversight Committee (CBOC):

  • Our Community Bond Oversight Committee meeting has met a total of three times since its first meeting in March. This committee includes community members, staff, parents, and students who will work our bond staff to ensure that we are acting as a good steward of taxpayer approved funds. They also will ensure bond revenues are used only for purposes consistent with the voter-approved 2024 bond measure and consistent with state law

  • Members of the CBOC presented their first report to our board during the August board meeting.

Staff Engagement:

  • Bond Director David Hobbs and Bond Coordinator Kim Davis conducted elementary school library tours on July 30, 2025

  • Optional Q&A sessions were held last spring at elementary schools for staff

Financial & Administrative Updates

  • Land surveying contract awarded to Compass Land Surveyors on July 14th for Phase 2 & 3 elementary schools

  • Turf project permissive cooperative contract approved by the board on July 14th

  • Ongoing financial strategy discussions to manage both Phase 2 and Phase 3 projects effectively

Looking Ahead

The bond projects are moving from planning into active construction phases, with Phase 1 (fields/grounds) showing visible progress and Phase 2 (elementary schools) advancing through pre-construction and cost estimation phases. The community oversight and design advisory processes continue to provide input as projects move from "ballot to blueprint."
