OCSD Bond Workshop

The Oregon City School Board gathered for a work session on October 27 to review ongoing progress, design milestones, and budget planning for projects funded through the district’s $163 million bond measure approved by voters in 2024.

The evening session—attended by board members, district leaders, architects, and school principals—offered a detailed look at both Phase 1 construction progress and Phase 2 planning for elementary modernization. The workshop was led by the district’s bond program director, who emphasized transparency and accountability throughout the update.

Phase 1 Project Updates (OCHS Fields and Grounds)

The board reviewed progress across the first round of bond projects, which include safety and infrastructure upgrades, seismic improvements, and early-stage renovation work at multiple sites. Several completed projects have already improved accessibility and learning environments. Construction partners provided updates on schedules and budget alignment, noting that work remains on track and within projected costs.

Phase 2 Elementary School Design

Principals Jacinta Ortiz — Candy Lane Elementary, Emily Behunin — John McLoughlin Elementary, and Joshua Bryan— Holcomb  Elementary joined the discussion to share insights from community and staff design workshops for Phase 2 schools. They highlighted how each design reflects local input while aligning with districtwide goals for safety, flexibility, and student belonging.

Architectural teams shared concept renderings and discussed features such as flexible learning commons, upgraded outdoor play areas, and secure, welcoming entryways. The board expressed appreciation for the integration of community feedback and sustainability considerations into the evolving plans.

Phase 4: CTE Space Expansion

The workshop also featured updates on Career & Technical Education (CTE) design at Oregon City High School. Early design concepts include specialized lab spaces for career pathways in construction, health sciences, and technology.

Budget and Program Reserve Discussion

District staff presented a review of the overall bond budget and proposed strategies for managing the program reserve, a portion of funds set aside for unforeseen costs or emerging needs. The discussion emphasized balancing fiscal responsibility with flexibility to address future opportunities.

The board reaffirmed its commitment to maintaining a clear, transparent process as projects move forward. Future sessions will include construction milestones and community engagement updates as designs are finalized and groundbreakings approach.
