Overview

Oregon House Bill 3294, known as the Menstrual Dignity Act, took effect on July 27, 2021. HB 3294 requires all public schools in Oregon, encompassing elementary, middle, and high schools, to provide free menstrual products to all students who need them. OAR 581-021-0590 outlines the requirements for Menstrual Dignity for Students.

Key points:

Universal Access: Free menstrual products must be available in all student restrooms, including gender-neutral, male-designated, and female-designated bathrooms.

Inclusive and Affirming: The law ensures that menstrual dignity is upheld for all students, including transgender, intersex, nonbinary, and two-spirit individuals.

Implementation Timeline: By the 2021–2022 school year, schools were required to stock and maintain menstrual product dispensers in at least two student bathrooms per building. By the 2022–2023 school year, dispensers must be installed in all student bathrooms.

Funding Support: The Oregon Department of Education provides funding to assist schools in meeting these requirements.

This initiative aims to eliminate barriers related to period poverty and ensure that menstruation does not interfere with a student's ability to participate fully in school activities.
